Euro-Atlantic Partnership Council – Basic Document

The EAPC created a broadened, flexible partnership forum to develop cooperative security across the Euro‑Atlantic region, with mechanisms for regular consultations and tailored cooperation programmes aligned with the Partnership for Peace.
Key Provisions
- Replaces the NACC; establishes annual ministerial and regular ambassadorial meetings.
- Aligns with and supports the Partnership for Peace, including Planning and Review Process (PARP).
- Provides for crisis consultation mechanisms and practical cooperation across a wide range of defense and security topics.
Significance
- Institutional backbone for NATO’s partnership network and the vehicle for tailored partner engagement through the late 1990s and 2000s.
